1996 - V70 - Suspension Towers V70-XC70 1996

1996, V70, 2.5 Litre, 20 Valve, No Turbo, 98k Miles.
I'm getting a light clunking noise from the front end. I've been around the bottomend of the steering/suspension and nothing is loose. At the top end, in the engine cmpartment, on the suspension towers there is about a 3mm gap under the adjustment nuts on both suspension towers. This gap goes to zero when the respective wheel is jacked up. Are my springs needing replacment or can I take up the slack by adjusting the nuts?
