loping idle 850

I did a full-tune-up. Cleaned the throttle body, egr, idle motor, replaced a few degraded vacume hoses, also the tp sensor...and still a loping idle, and once in a while a little more cranking to start. Car has run this way for the last 1000 miles. On the road the car runs great, good acceleration, and has never stalled or failed to start. So I went to see my favorite indie. He checks the fuel pressure and finds...key on...40psi, key off...psi drops to 30. He thinks it should sustain it pressure for a longer period of time. Also, specs call for, and I don't have my book with me right now, 53? or 58psi? He suggests I start with the fuel pressure regulator, although I don't think this would explain my pressure not being up to spec. Worse case I belive is the fuel pump. Is this a sign of a fuel pump going bad? One last thing, I replace the fuel filter last summer? What do you think? 95' 850 turbo 140K.
