new power antenna not going down 850

I just installed a new power antenna. It went up fine, but did not go down when powered off. I noticed that when I spliced the wiring for the new motor onto the old plug, there was an extra black wire on the old plug. I assumed that was a ground wire, but I installed the new ground wire to the car and just taped up that black wire. Is that wire needed to retract the antenna?
If so, what do I attach it to? If not, then any guesses on what I did wrong.
I have a 97 850.
