The sealing surface on some pans is too rough for a good seal. Solution is to smooth the surface and use aluminum washer as suggested. Another approach would be to get the sealing surface squeeky clean and attach a sealing washer to it with an adhesive sealer such as permatex. Then grease the outer washer surface and the plug and install another washer lightly with the plug while the sealer sets. Hopefully, the washers will then separate when you remove the plug.
