PNP Change and... 850 1994

I can pull on the shift lever and it stops midway between Park and Reverse (reverse lights come on). I thought the shift lever could not be moved out of Park without stepping on the brake pedal and engaging the lever, but my lever will move without stepping on the brake pedal.

I can also move the shift lever between gears without engaging the push button on the handle.

Could it be the shift microswitch is bad?

One other problem since the PNP change is my cruise control doesn't work. I checked all connections and they are fine. Any ideas?
