A Squeak in the struts. 850 1994

From S. Korea I have heard an annoying squeak from the right frontside of the car for about two months. The dealer told me I needed to replace the engine mounts. I did, but the squeak got squeaker. Last week I had another shop look at the front end and he suggested changing out tie rod since there is an eighth of an inch of play. However, today while I was looking under the hood I discovered that the special washer on top of the right front strut could be lifted up about one quarter of an inch and makes the squeaking sound I have been hearing. The drivers side special washer does not move at all. The washer is solid on the strut arm. The whole arm and washer move up and down and rotate with mild force from one hand. What parts do I need to replace and should I replace the struts with Bilstine TC while I am there?
