either it's included in the hourly labor or a seperate entry. thanks to the epa, shops have to pay to have the old "stuff" hauled off. cleaning solvents, old oil, coolant, brake fluid, oil filters-crushed if possible, tires, dirty rags and uniforms that have to be cleaned in a "green" way. it ain't cheap and sure as hell ain't free. i'd rather pay it than deal with the outcome of a greasy future. and so it goes, chuck.
