temp guage V70-XC70

When I bought my V70 nearly 3 years ago , the temp guage popped up to centre quickly. Last winter it was at the 1/4 to 1/3 mark in -20 to -40 temps in the city or on the hwy. I put a new factory tstat in which raised the temp to 1 line or two lines below center but is a slow riser. Furthermore I noticed the fan has been on several times when it is at freezing temp. I have never heard the 70 fan run after shutting off the engine though my Saab always does it. What is the deal with slow heat ? Can the fan be set wrong? I don't know the tstat temp...
