engine surging even when slowing down - yikes! S40

recently my 2000 S40 has start to "surge"

twice, while on the freeway, the engine raced a bit and the car surged, but it was so slight I thought I might have been imagining it or not paying enough attention

but yesterday, while pulling into our office parking lot, and I was going slowly, the engine suddenly surged and I had to cram on the brakes to hold it back; I released the brakes ever so slightly so I could park the car, but I was afraid it would surge out of control and go through the chain link fence - a bit scary.

I took it to the dealership this morning, but they said unless they can make the problem happen while they are driving it, there is nothing they can do. right! like fat chance of it happening if they start the car a couple of times and drive it around the block...

this is something pretty potentially dangerous and life-threatening

have you have any experiences with this at all?

is this Volvo's way of washing their hands of any responsiblity by saying that thye were unable to find a problem because it didn't malperform while they tested it?
