fuel supply failure V70-XC70 1998

I'm actually Beth, this is my car. I've had it 2.5 yrs. The car stalled under 6 gals of fuel 2 months ago. Volvo shop pointed out 2 pumps in fuel system - "slave" pump was not pumping fuel to master pump in adjacent tank - AWD shaft makes for "2" tanks. Removed tank - oh, the labor - both pumps benchtested OK. Recommended replacing both pumps. Not understanding the rationale, I replaced only the pump that might have caused the failure, parts/labor $1000. And, voila, it is not fixed but I was assured. Second opinion ($130) confirmed fact that slave pump not working - no one can figure out why. Any thoughts or similar experience? I like this car but am considering trading it in.
