My 95 854T has always been low so that if I am not careful I rip the bottom plastic piece and have damaged the radiator from not clearing parking blocks. I had the lower piece painted once but it has needed it again fro a while. There are always times when I move too far forward in a parking space and damage it. I've had the damaged plastic piece held in place with bungee cords and a screw.

I don't notice the same on all 850's and I don't know why mine is like this. I do have the spec 205/50/16 tire size. I don't think you use that size tire on your 93 GLT.
