Rear shock upper mount and bolts 850 1995

I started to replace my rear shocks. When trying to remove the upper mount bolts, they were very tight. I kept loosening them, but the snapped off. After getting the remainder out, I noticed that there was a nut on the under side of the bolt. This was not mentioned in the Haynes manual.

The nut can be reached from under the car, but again there is no mention of it anywhere.

I am the original owner, and I don't believe I ever replaced the shocks before.

I wanted to know if this was correct, or if the bolt threads right through the body. There is very little thickness in the body at that point, and it doesn't look like it's threaded.

I don't know what the best thing to do for putting them back on. Use another nut or try to re-tap the threads in the body, if it's appropriate.

Any info would be greatly appreciated at this point.
