Unidentified part 850

I'm on my fourth Vovlo, a 1994 wagon. Recently, as I was getting into the driver's seat, I noticed something on the ground. I picked it up. It is a circular gear of some kind, made of dense white plastic with 13 teeth. It measures 1" in diameter and is 7/8" high. There is a 3/8" hole in the center of the gear into which a 5/16" long plug fits. I wonder if this a part from the Volvo that somehow came loose and was kicked onto the ground when I got out of the car. I've put a picture of it in the gallery. Does it look like a Volvo part to anyone?
