Billy the "fuse" for the power windows is actually a small circuit breaker located along with the relays in the fuse/relay box under the hood (driver's side firewall). You have to loosen the (4) T-25 Torx screws located at the corners of the cover and remove the full cover, not just the flip-up fuse cover. Located in spot 37 (lower left circuit breaker) is the power window/power sunroof circuit breaker (20 amps). The other circuit breakers you will find there are the power driver's seat breaker and power passenger seat breaker if your car is so equipped (optional). There will be a blank spot too that is not used. If you had listed your email address in your profile I could have sent you the file describing the power windows and the circuit breaker, but too late now, no second chances :)) . If your car is equipped with a power sunroof and it operates correctly (has power) then the window circuit breaker is fine, since they share the same breaker. The blue wire to the window switches is the hot wire, if you're getting power to the switches but not to the window motors your problem is obviously the switches. You can try some electrical contact cleaner spray on them since spilt coffee/soda is usually the culprit of their failure anyway. Try flushing them out with electrical cleaner. The circuit breaker is the thermo type, meaning it self resets after it cools down. So unless it has been cooked or removed you shouldn't have a problem with it. Typically pigs drink in their cars and set the drink down right there on top of the window switches and predictably spill half of it down the console shorting or gumming up all the switches. This causes the contacts to stick closed when the switch is activated and keeps the window motor engaged till the circuit breaker trips. Do this enough and the circuit breaker gives up. Good luck.
