70 series software upgrade...1999 T5 5 speed S70

I'm pretty happy with my recent purchase of a 1999 70 series T5 5 spped. It's a wagon. The dealer is now doing the 105,000 mile service...and I had a hunting idle issue which is likely not the throttle body (that was replaced by the prior owner last year). The dealer is doing a couple of things to try to resolve the hunting idle, and amoung other things...asked for permission to do a "software upgrade" at a cost of $75.00. Of course I said yes...what the hell. But, I did mention that I found it odd that they would charge for upgading the software.....the instructions to the engine management system. Anybody else ever get this story?

(In the late 80's when they had fixed program chips...the GM dealer would put the updated chips in for free.)
