Belts, when to replace them. S70

When should I replace the timing and accessory belts? When doing that should I also replace the tensioner assembly? Got 00 S70 GLT SE with about 66k miles on it.
Also, the pulley seems flaky, the pin that holds it turns everyso often and when it does it makes "popping" sound. Anybody familiar with that?
