Trouble Starting Car S70

I have a 1999 S70 and it will not start unless I turn the key twice to the auxilary position and then give it some gas. It was only happening now and then..lately it is almost everytime I try to start it and it doesn't always work the first time..I often have to try it 5-10 times and then it finally kicks on. Someone told me it might be the relay or the fuel pump...any ideas anyone?
