uneven brake pressure 850 1994

My mechanic is telling me the left front brake on '94 wagon has less pressure (and stays cooler) than the right side, thus it pulls when braking. He has checked calipers (move fine), flexible hose, pads, rotors, etc and can't find problem. He only works on Volvos and hasn't seen this in 850. He says next option is dealer and start throwing parts at it, like reducer valve (??) or master cyclinder. Anyone have an idea?
