850 possessed blower, not resistor 850

I recently replaced my heater blower with a used one. When I plugged it in it took off on high....with the key out of the ignition and the switch off. I figured it was bad, so I put the old noisy one back in and I get the same thing. The only way I can get it to go off is by pulling the high speed fuse. The advice I got was it was probably the resistor...so $45.00 later, resistor replaced but still have same problem. Full speed ahead. The first three speeds will not work with the high speed fuse out. ANy ideas??
