Floor vent motor shot?? 850

My 96 850 has the floor vent problem, and so after looking through the archives, I took out the glove box and removed the vent motor. I found that the shaft that the motor turns was split, so it wasn't moving with the motor. I tied it together with a zip tie, then noticed that when I move the HVAC switch between dash and floor vents, the motor was not turning.

I then put the motor back in, and now, ALL i get is floor vent. There is no air coming from the dash vents unless to turn on the "air mix".

I'm suspecting that the vent motor is dead. How can I test for this?
