Engine Surge in D at stops S70 1999

Hey all! Got a 99 S70 that tends to have the engine surge when at stops with the transmission in drive. The RPMs vary up and down about 100 rpm at 1 second intervals. If the tranny gets shifted back into N then the condition stops. I had the dealership look at it and they said that it was gunk in the intake. They wanted $1100 to replace it. Sounds a little fishy to me. If that is the problem, then I'll live with it in N at stop lights. If you have an idea of what it may be, let me know and I'll fix it. Thanks in advance!
