Stuck In PARK 850

I know there's some switches involved in this but what would be the most likely cause for being stuck in PARK. The key is in the ignition, the parking brake released and the brake peddle is depressed but the shift lever won't budge sometimes. I have a '95 with just under 100K miles. If I engage the parking brake and release it a few times and also reinsert the key a few times it has released so far but I don't want to wait too long.
