Front Wheel vibration at 70 mph 850 1997

My 805 'R has a shimmy at around 70 mph. I first thought it was
out of balanced tires but I just put my snow tires on and the shimmy is
still there. It's not as noticable but I think that is because the snow
tires are not a hard as the 17 inch summer tires. Any idea what might be causing
this? I have gotten a complete wheel alignment recently.
