stuck seat belt V70-XC70 1999

The rear drivers side seat belt has twisted, and has stuck in the nearly fully retracted position. I'm unable to get the seatback up. I can get the belt tension to be completely loose if I drop the seatback down pretty low.

I started taking things apart to get to the recoil device - and just keep getting deeper and deeper into this seat. Can someone tell me exactly what needs to come off to get to this darn thing? I'm down to contemplating removing the retractible screen roll....but don't have the tool to remove the keeper ring on the outside end.
