Erratic Blinker/Hazard lights S70 1998

My blinker and hazard lights are acting up. Blinker will click on and off, then click on and stutter as it clicks off, and then click on and stay on. Hazard lights do same, proceeding to stay on. When this occurs, the on/off clicking noise of the blinker lessens and then stops. Sound appears to come from behind the center console around the hazard switch. Is there a relay back there that's acting up or is something else goofy? Thoughts?
