Idle Surges V70-XC70

Had a dealer replace the throttle body in Oct. 03. to fix fast and slow surges in the idle speed.

In August, the problem once again happened. Now dealer says I will have to do this repaid again to the tune of 900.00 bucks, says part is only warranted for one year.

Any experience with this problem. Is there another way to fix this?
I really can't afford this repair each year.
Is there something else causing thie to happen?
