Used correctly but not resetting 850

I purchased a Service Indicator Reset Tools #69007 made by Draper for Volvo cars and can not get the Service light to reset. I have a 1996 850GLT and the instructions state that this tool should reset the Service Light for all 850's from 1992 - 1998. I have tried to clear the service light three times in both the Inspection position and the Oil Change position with no result. There is a note on the instructions that after the first failure to switch to the Oil Change position for 2 seconds and back to the Inspection position, but that has not worked either.

Can anyone please provide me with assistance to reset my service light with this tool.
