Burning rubber smell 850 1996

Noticed recently that when I put the car in the garage upon coming home, I smell burning rubber. It seems to come from near/behind the left rear wheel.

Once I saw steam coming out from behind the left rear wheel upon coming home, not nearly as much on the right rear. The road was covered in snow that day, so it could've been evaporation of snow/water.

No smell from under the hood.

Not sure if it means anything, but I go up steep hill to get home.

What could this be?
