relay over power??? 400 1989

Hi,
During my trip to Ireland, it was raining.. i had fan on full to clear the windsheild, the head lights on & the fogs on. I flicked the hi beams on then all went wrong. The wipers stoped or slowley working, the fan stopped and the hedlights went yellow ( verry dim) i open the fuses box and found the relay that was causing the problem. It was bloddy hot, I "Jiggled" the the relay and everything went on off, it was like a bad connection.

Next day i looked at the fuse box again and noting abnormal was re-wired to that relay. I swaped relays and the samething happens.

Why is there so much on that relay?? How can i fix it??
