S80 (2000) Roaring Noise S80 2000

Have a 2000 S80. Experiencing a low level "roaring" noise coming from the road or tire/wheel area at slower speeds 35-45 miles an hour. Seems to disappear at 55+ mph. One mechanic said it was cupped tires due to infrequent tire rotation. Put on a new set of Falkens ZE 512's. Still makes this noise. Does anyone have an idea as to what is causing this?
