99 XC rear bumper/bumper cover?? V70-XC70

A friend has a 99XC and has plowed money into the thing - ABS,Electronic throttle module and now two O2 sensors and a catalytic converter. She bought the car in Nov04 (77k) and the check engine light has been on basically ever since. Now at 88k. MONEY PIT. Obviously built on the Monday after a Swedish holiday.
To get the car cosmetically up to snuff she wants to replace the rear bumper or bumper cover? How did they make the rear bumpers on these cars? Can the old plastic cover be glued? If so what adhesive? If not what does she need to do to get this thing fixed? TIA
