Cruise-control V70 AWD V70-XC70 1998

After several attempts to fit a throttle actuator to my '98 V70 AWD I finally gave in and called a dealer for an estimate for a Volvo cruise-control. The estimate of UK£575 is not realistic for a six-year old car.
As the car has an electronic throttle there is no simple place to connect the servo of an aftermarket cruise-control which I have had for several years. All my ideas so far have proved impractical because of the restricted space for mounting, strong spring pressure and necssity to route the cable through 90 degress without restricting the accelerator or brake pedal.
From what I have read my understanding was that the Volvo parts consist of purely a new switch and a software update. The garage has included a 'cruise control unit' in the estimate priced at around £250, if there is a way of fitting a servo to the accelerator pedal I could fit my own unit.
Can anyone confirm exactly what is required to enable the volvo cruise-control?
