INTEGRAL CHILD CAR SEAT JAMMED 850

I have just purchased a Volvo 850 (1996) which has a built in child seat in the middle of the rear seat. It should pull down like an arm rest. It only pulls down about 20 degrees angle, then sticks. I have tried to feel around, but cannot find anything obvious- a catch or button. I cannot see how to get into the mechanism, short of taking the whole seat back apart. Any ideas?
