99 S70: 'Buzz' in engine compartment S70

Yes, the car has what I think are useless headlight wipers :-)....and that seems to be the source of the noise.

For some reason now I cant get the the right side (looking at the car from the front) hood latch to open to check the motor, but if I grab the wiper and wiggle it the buzz changes in pitch. Also running the wipers in "window wash mode" and running to the front of the car shows that the wiper in question doesnt move while the other does.

Its a certified used Volvo so it goes back to the dealer for service.
