Keys S70

I just bought a 2000 GLT SE and my first suprise was the cost of a new key. This car had only one key ( I asked ), other must have been lost my the original owner. Anyway, the dealer say starting in 2000 all Volvo keys have a chip that has to be programed to the car? It cost $165 for the first key and 40 for the secound if done at the same time. Do I smell a rip off? Any alternatives- I need at least one more key.

Also my have one keyless remote. If I get another one on EBay is it easy to program and who does this --a dealer - do they charge big time for that also.
