1998 is the year to get V70-XC70 1998

'98 is the year you want. Avoid '99 and '00 unless they come with extended warranty.

Turbo is the way to go, and like Klaus said go for the T5, but if you want to get a turbo for the price of a N/A car, then get a GLT model.

Most nonvolvo car lots, don't know the GLT model is a turbo since there is nothing on the engine that says turbo, like the T5.

That's how I got my '98 V70 GLT: 190 horses vs 230 for the T5, but you'll pay a premium for the turbo.
