Since they're both non-turbos there wouldn't be any performance advantage to the '95 GLT.

Do you want to trade a 6 year old car for a 10 year old car so it will be less trouble?

The car is drivable with the ABS module out, it just doen't have ABS, like most cars built during the last 100 years. It's a $200 repair if you get the module fixed. If you're worried about the ETC, the '98s still use throttle cables. Or as an alternative it would probably be cheaper to just replace a good working ETC even before it breaks than to sell the car and buy another one.
