98 S70 Keyless Remote S70 1998

My keyless remote does not seem to be working. I replaced the battery in the remote, but no improvement.

How do I test to see if the remote is faulty?

How do I program the remote and the car?

What is a VGLA, how do I determine the PIN, can I program the remote myself, or do I have to pay Volvo to do it?
