S40 Pump/Motor won't shut off - even after turning off the car S40-V40 2000

There is a pump or small motor located near the car's battery. Someone, please enlighten me on what this is. Over the last two days, this pump/motor will not shut off even after turning the car off. I have to pop the hood and disconnect the negative cable to the battery - so the pump/motor looses power to stop.

The pump goes on as soon as you turn the ingnition on and makes a constant audible noice - - - never did this before.

A little advice please, before I head for the dealer and plop Ca$h for diagnosis and correction.
