Crackling Inside Dash & Need Explaination of How ECC Works. S70 2000

Thanks for the advise..Upon further review the crackling seems to come from behind the ECC. Also it occurs with AC on or Off and with the blower on zero of manual. I don't notice it when the blower is on AUTO but may the sound is being covered up. Its after the car has warmed completely up engine and inside. Also when the ignition is turned off, it still crackles/gurgles in switch position II (maybe slows down)but stops immediately when ignition switch is complete turned off. More thoughts????
