Evaporator fuel hose leak 850 1996

Hello all-
My check engine light is back on, after being reset by the dealer. They have told me that there is a leak in the evaporator fuel hose.

Where and what is this exactly? The hose itself is pretty cheap ($17.95) but they say the tank needs to be dropped, resulting in 3 hours of labor, and a total of $273.85.

Is this something I could repair myself? 3 hrs. seems like a long time; taking the tank off doesn't seem that difficult; and replacing a hose couldn't be that hard. They also say it's totally driveable for the time being without it repaired. If so, why even have it? I'm lost.
