850 transmission won't up shift

It's a '93 with 193k miles on it. We are going to get another volvo, but if this thing can be kept as a 3rd car that would be great. The problem is that it takes forever to up shift and I have to coax it by abruptly lifting my foot off the gas and waiting for it to grab the next gear before accelerating again. Does not matter if its in Econ, Sport or Winter modes. At first it was doing this when it got hot, but now its all the time. My wife drove the car on the highway last week and apparently the little upshift arrow you see in winter mode or low gear was flashing on and off. I haven't been able to reproduce that warning. It will downshft fine. Plenty of fluid and checked the kick down mechanism. Not going for a rebuild on a fairly rough '93, but any cheap ideas?
