Failed Emissions -- Why? -- S70 1998

I had the Massachusetts state inspection done last week and when the machine was plugged to the OBD in the car it said the OBD wasn't ready. The inspection station adviced me to come back in 7 to 10 days since the computer in the car needs to re-learn. Not exactly sure what they mean by that but the battery has never been disconnected (which they claim could be the main reason) since it was replaced a few years ago. I even had a Volvo shop check for any OBD error codes and they didn't find any. Can anyone please explain?
