Checking charging amps. 850

Still working on my mom's charging issue.. Well I looked through my stuff and I found an old amp meter called an Amprobe which is unpowered and has a clamp type ring which clips around the wire to be tested. The meter showed a reading of less than 5 Amps when clamped around the large red wire going to the battery, with all accessories off and the engine idling. The instructions on the device said that you can't trust the reading if it is below half scale which it was. I tried reving the engine and the amps actually went down initially but then stabilized at or slightly above the original reading. Does this mean that my charging system is bad? The connections looked good, what is my next step?
