99 V70 R, check engine light self diagnosis V70-XC70

Can anyone tell me if there is a way to self diagnose the codes when the check engine light comes on? My first suspect is the O2 sensor. I have owned the car for 1 week and it's getting around 20 MPG so I don't know what the best MPG would be. There seems to be black soot around the tailpipe which is another indication. Is there a ohm or voltage reading to check the O2 sensor. Finally, how do you reset the check engine light? Thanks in advance for your help and support.
