How do you clean the Electronic Throttle Module? S80

My 2001 S80 2.9 surges at idle. The local dealer says that the ETM needs to be cleaned and then "new software downloaded"...for about 300 bucks. They said it has a buildup of carbon on it. The ETM was replaced at 46K miles (thankfully under warranty) and I now have 68K miles. So the new one is only 22K miles old!

My question is can I clean it myself with carb cleaner (or some other method)?Do you have to take it off and/or take it apart? And is the software download really necessary?

PS -- the owners manual says you need to clean the "PCV orifice nipple" periodically. Can someone tell me what this thing looks like and where it's located? And how do you clean it? I'm thinking this might be contributing to the surging since I've never cleaned it?
