Headlight switch recall ? V70-XC70

This is looking a lot like Ford Motor Company double-speak has arrived in Volvo land! I was told over the phone that the recall campaign was a software download to enhance performance, the title " Headlight voltage red" made me doubt that. Now as far as the length of wire being insufficient to drop the voltage to the headlights? That sounds absurd. Headlight bulbs are quite happy at 15 volts, the whole system is 14.5 volts, the battery being the only item at nominal 12v. They're gonna add 40 feet of wire? Wire length would be the least desirable way to drop voltage.
Someone is not leveling with us.
