A/C problems 850

I measured the pressure and it varies from about 20 to 45. Again, though the system stopped working and the compressor would not engage after running about 5 minutes. When this happened, it appeared that the clutch on the compressor partially engaged for a second or two then disengaged and stayed that way. When the system was working, the air was not particularly cool. I've noted that the system will usually work again after the AC switch is turned off (or the car) for 10 minutes or so. I'm confused here, I'm wondering if this is an electrical problem rather than the system being low on R134a, or maybe both?

Have you ever seen this before?

Any observations or hints are greatly appreciated!
