IAC or IAC circuit 850 1993

I am running down issues with my 93 850 and just tested the IAC according to the Chilton Manual. the IAC itself checks out fine. When Itest the Plug the center terminal reads 12.3 V. Chilton recommends that the #1 terminal should be 6-8V but it reads 0.1V when disconnected and 3.5V when connected and back probed. The #3 Terminal should have continuity but reads 1.x kOhms when disconnected and reads continuity when connected and back probed. All testing was done with key turned to on position but the engine off.

The Chilton manual recommends repairing the circuit. Does this sound correct? If so, What is the best way to go about that. In looking at the engine and woring it seems rather involved. Are there other things I should look at? Did I do the testing correctly?
