driver's seat belt 850

hello everyone...the driver's side seat belt in my 1996 850 GLT is retracted and will not come back out. I have the panel off the pillar along with the seat belt assembly. Is there a way to repair this problem? If I need to replace the seat belt assemly, how do I remove it? This car has side airbags and there is a silver cylinder attached by a cable to the assembly. I can't seem to figure out what to do next. Any help would be greatly appreciated. Thanks
